Do You Need a Permit for a Shed in Columbia County or Lake City, FL?

Almost every week somebody on our lot asks me, "Do I need a permit for this?" It's a fair question, and the answer depends on two things: where your property is (unincorporated Columbia County or inside Lake City city limits) and what the job costs. Here's what I found when I went straight to the county and city paperwork.

Rules as of October 2026. Always confirm with your building department before you buy.

The short answer

In unincorporated Columbia County: if the total job cost is $5,000 or less, you don't need a county building permit. That comes from County Ordinance 2025-05, and it's printed right on the county's own permit forms. Over $5,000, sheds need a permit.

A few catches:

  • Flood zones. Work in a flood hazard area may still need a permit, even for a shed.

  • Zoning. Some sheds may also need zoning approval.

  • Florida Building Code. The exemption doesn't apply where the state building code requires a permit.

  • Notice of Commencement. If the job is $5,000 or more, you need a recorded Notice of Commencement.

  • Insurance. The county recommends pulling a permit anyway, because it can help with your insurance paperwork.

Inside Lake City city limits: the city has its own building department and its own rules. Under the city's building code, one-story detached storage sheds of 250 square feet or less don't need a permit. If your shed is bigger than that, plan on getting one. Call the city to confirm what applies to your lot.

City vs. county: who issues your permit?

A Lake City mailing address doesn't mean you're in the city. Plenty of "Lake City" addresses are in unincorporated Columbia County. To find out which office handles your property, search your address or parcel number in the "Who will issue my permit?" lookup on the county's Building Department website.

City of Lake City Growth Management173 NW Hillsboro St., Lake City, FL 32055386-719-5750, growthmanagement@lcfla.comThe city doesn't take permit applications online, so call or email them.

Fees: In the county, a shed over $5,000 costs $8 per $1,000 of construction cost. On top of that you'll pay state surcharges and a plan review fee (25% of the building fee, $75 minimum). In the city, the permit for a manufactured residential accessory structure is listed at $129. Fees change, so confirm when you call.

Don't forget your HOA

The building department doesn't enforce HOA rules or deed restrictions, so an approved permit doesn't mean your HOA is okay with your shed. If you have an HOA, get their approval in writing before your shed is delivered. Ask about size, color, and where it can sit.

6 Steps to Permitting & Installing Your Portable Shed

1. Check If You Need a PermitCall your local building department and find out whether your property is in the city or the county, and whether your shed qualifies for an exemption. Some small sheds don't need a permit, and the rules depend on where you live. Also ask about flood zones, and check your HOA or deed restrictions.

2. Know Your SetbacksAsk the building department about setbacks before you do any site work. Every parcel is different.

3. Draw Your Site PlanShow where the building will go on your property, how far it is from each property line, and any easements, with directions marked. Make sure it meets setbacks.

4. Apply for Your PermitFile at the building department with your site plan, the manufacturer's drawings, proof of ownership (deed or parcel ID), a notarized Notice of Commencement if required, and the permit fees. Ask whether they need product approval or anchoring info, because we can provide it. How long approval takes is up to the building department.

5. Prep Your SiteOnce your permit is approved, let us know and start prepping. Clear any obstructions, and level the ground to within 3"–4" front to back and side to side. Leave a clear path for the delivery truck. Call 811 to mark underground utility lines before you dig.

6. Installation DayThe manufacturer will call you about one week ahead to schedule your install. Plan to be there during installation so you're happy with the placement. After your shed is in place, call 386-487-5363 to schedule anchoring (fees depend on building size, see fee schedule).
